Erection of 7 dwellings, through the demolition and conversion of
existing barns
and construction of new dwellings and associated works.
Parish Council Comments Aylesbeare Parish Council supports this application for the
redevelopment of the disused farm buildings providing much-needed
housing on a brownfield site within the heart of the village.
The
existing buildings which are to be entirely demolished have little if
any historic or architectural merit and the previous schemes for
conversion provided limited amenity space.
The redevelopment
includes plans to connect to the existing sewerage system. Aylesbeare
Parish Council has concerns about the maintenance, capacity and
suitability of this system in its current state. In 2022, a very dry
year, the River Trust started monitoring discharges from the Aylesbeare
Sewage Treatment plant into the Aylesbeare stream. The link to the data
is below. The results are self-evident.
Aylesbeare Parish
Council requests that EDDC address this serious issue with Southwest
Water and ensure that the additional foul water will not exacerbate the
situation and its effects on local residents in and around Church Close.
Aylesbeare Parish Council notes that rainwater run-off will be via
an attenuation system which must be fully implemented in order to reduce
the surface water run-off which is currently causing problems at the
church.

In 2022, this sewer storm overflow spilled 65 times for a total of 561.10 hours , discharging into the Aylesbeare Brook. The reason why an overflow may have high spill counts in that period: Not Asset Maintenance - Hydraulic Capacity.

| Aylesbeare Parish Council does not object this
application but offers the following comments:
1 The track to the stables should be a permeable
hard surface to stop mud and stones etc entering the highway and a suitable
high volume Aco drain positioned at the bottom of the hard surface track and
hard standing and directed into the nearby stream to prevent flash floods on
the highway.
2 The development shall be used solely for private
use and shall not be used for commercial purposes at any time. (Reason - To ensure that the Local Planning
Authority retains control over the use as commercial uses may give rise to
additional planning issues and to comply with Strategy 7 - Development in the
Countryside of the East Devon Local Plan 2013-2031.)
